City Council:

Approved a resolution authorizing up to $3.7 million for the Alan C. MacAllister Fire Training Center on Cord Avenue. According to Fire Chief Jason Miller, the fire department’s training facility upgrades will meet the city’s architectural standards.

Agreed to pay for the upgrade cost for the Florida Department of Transportation to build mast arm signals instead of span wires for the new pedestrian signals to be installed on US 192 at Florida Avenue and at Indiana Avenue. The cost is expected to be up to $223,648.

Agreed to fund design services for the 17th Street extension from Crawford Avenue to Old Hickory Tree Road. The new roadway extension will include a two-lane road with sidewalk, intersection improvements, and stormwater infrastructure. Design is expected to cost $ 272,900.

Approved an ordinance giving an ad-hoc one-time cost of living adjustment (COLA) of 3 percent to eligible members of the St. Cloud Police and Firefighters Retirement System who are not eligible for the one percent automatic ad-hoc COLA.

Agreed to changes to the conditions for the developer of Hathaway Apartments development related to the extension of Puffin Road connecting Lillian Lee to US 192.

Issued a proclamation in recognition of Flood Awareness Week. City Floodplain Manager Leigh Anne Tomaino provided a recap to Council on the city’s floodplain management program. The city’s flood rating improved from a 7 to a 5, which will result in up to 25% decreases in flood insurance for residents and businesses in flood zones.

Approved on first reading a pair of ordinances assigning a future land use and zoning of Industrial to a 12.3-acre parcel at 5700 Nova Road.

Approved the annexation of 29.5 acres located west of the Turnpike and south of Clay Whaley Road. Council declined to assign zoning and future land use to the property.

Approved on first reading three ordinances annexing Tohoqua Mixed Use Development and assigning a Mixed Use zoning and future land use for the 0.94-acre property.

Approved on first reading a pair of ordinances assigning a future land use and zoning of Private/Institutional for St. Cloud Eye Center, at 17th Street and Budinger Avenue.

Agreed to a lien reduction for a code enforcement case at 1822 Farris Court. The case dates to 2013, and liens have accrued to $149,600. The owners offered and the city accepted a settlement of $20,000, to be paid in four monthly payments of $5,000 each.
