What is the Strategic Plan goal?

County leaders are developing a measurable strategic plan that considers current departmental plans, regional perspectives, citizen engagement, and future growth. The measures from the strategic plan will then be used as a framework for a county annual report. We are seeking input from residents, non-profit organizations, economic development organizations, county department leaders, county employees, our constitutional officers, and government organizations.

Who is leading this effort?

The Northeast Florida Regional Council was asked to synergize all strategic plans/studies that Clay County and the North Florida region have completed. This provided the county with a road map of items to review, ensuring both our internal plans are aligned with each other and that we are aligned with the strategic goals of the region, where appropriate.  

Collecting Various Perspectives

We will be completing this strategic planning process through facilitated discussions and surveys. The current goals for the strategic plan project outlined by the project leads are as follows:

Synthesize current departmental plans

Citizen and stakeholder engagement

Develop measurable county targets

Gather perspectives through facilitated discussions from the following groups:

 - County residents (in all five districts)
 - Nonprofit organizations
 - Economic development organizations
 - Department heads
 - County employees not in leadership positions
 - Constitutional officers (Clerk of Court and Comptroller's Office, Clay County Sheriff's Office, Tax Collector, Property Appraiser, Supervisor of Elections, Clay  - County School Board)
 - Quasi-governmental organizations (Clay County Utility Authority, Clay Electric)
 - Developers
 - Federal and state congressional delegations

Facilitated Discussion

Facilitative discussion with county department heads
The first facilitated discussion for the strategic plan was held on April 26th with Clay County department heads and those in leadership positions. This included a 1.5-hour meeting with a welcome/team introduction, beginning discussion, main discussion, anticipated questions, summary, and wrap-up.

 - May 24- Middleburg/Clay Hill Library, 2245 Aster Ave.,  6-7:30 P.M.
 - June 1- Orange Park Library, 2054 Plainfield Ave., 6-7:30 P.M.
 - June 5- Plantation Oaks Athletic Center Grand Banquet Hall, 845 Oakleaf Plantation Parkway, 6-7:30 P.M.
 - June 14-  Keystone Heights Pavilion, 565 S. Lawrence Blvd., 6-7:30 P.M.

Additional meetings for non-profits, economic development organizations, and county employees will be hosted during business hours.

Project Timeline

All inputs will be collected and analyzed, with a finalized report anticipated to be presented to the Board of County Commissioners by the end of the year. This project has many moving parts and the projected timeline is subject to change.
